Environmental Health and Engineering Division (EHED)

Mission
Provide comprehensive public health support to installations and units through education and execution of drinking water surveillance, sanitation, pre-deployment training and waste management technical assistance visits within the Public Health Command, East AO.
 
Vision Statement
Our vision is to serve as the public health model for DoD (DoW) standards, incorporating risk management processes to anticipate, identify, assess and mitigate health hazards.

Role

  • Support Military Treatment Facilities with Waste Management Assistance Visits, Water Assistance Visits, and Sanitation Assistance Visits
  • Support Regional Installations with Water System Vulnerability Assessments and Special Event Assessments
  • Conduct training as requested

Water System Vulnerability Assessments (WSVAs)

  • Program Manager: CPT Jessica Browne
  • Incoming Program Manager: 1LT Desiree Evert
  • PHC, East supports the U.S. Army Installation Management Command (IMCOM) and the U.S. Army Materiel Command (AMC) by performing comprehensive, technical reviews (WSVAs) of water systems once every three (3) years in conjunction with the Higher Headquarters Assessment
  • WSVAs provide Installation Commanders and water system stakeholders with relevant, risk-based assessments regarding vulnerabilities which pose a threat to the functionality, safety, and reliability of an installation’s water infrastructure and impact on critical mission functions

Water Assistance Visits (WAVs)

  • Program Manager: CPT Ryan Boggess
  • PHC, East supports installations in the AO by conducting WAVs with the EH Chief at the MTF
  • WAVs ensure the EH Chief is conducting proper quality assurance/quality control of the drinking water system, ensuring samples are accurately captured and uploaded in DOEHRS, and an accurate up to date drinking water sampling plan is created and signed

Waste Management Assistance Visits (WMAVs)

  • Program Manager: 1LT Cyril Okwuwe
  • Incoming Program Manager: 1LT Lorena Santa
  • PHC, East supports iinstallations in the AO by conducting WMAVs with the EH Chief at the MTF
  • WMAVs ensure the EH Chief is properly overseeing all waste on their installation, related to the identification, collection, storage, disposal and documentation of generated waste to protect human health and the environment, while complying with applicable Federal, State, Local and Army regulations
  • WMAVs are typically conducted within six (6) months of a new EH Chief and recommendations are provided regarding the management, oversight, and execution of key waste related programs

Sanitation Assistance Visits (SAVs)

  • Program Manager: CPT Kennedy Alajemba
  • Incoming Program Manager: 1LT William West
  • PHC, East supports supports installations in the AO by conducting SAVs with the EH Chief at the MTF
  • SAVs ensure the EH Chief is running their sanitation program in accordance with applicable Federal, State, Local and Army Regulations
  • SAVs cover food service, barber/beauty operations, gym/fitness operations, massage operations, troop housing, manufactured home parks, recreational areas, laundry operations, body art operations, child/youth/school service facilities, detention facilities, recreational waters, and ice machine sanitation, and ensure all inspections and data are properly uploaded into DOEHRS

Special Event Assessments (SEAs)

  • SEAs focus in the early identification and reduction of potential vulnerabilities at water supply systems from intentional or unintentional contamination or disruption by terrorists or criminals at special events off-installation , where DoD personnel may be present
